I just want to know that are the documents listed in release plan at http://www.openehr.org/196-OE.html available? If yes, how can I get them?

I think that these are not so much documents as Change Requests and what version they are expected to be implemented in. You can go into the Issue tracker at http://www.openehr.org/issues/secure/Dashboard.jspa and browse the CRs. If you don’t have an account, it is easy to create one.
