Region Östergötland (Swedish healthcare region) recently conducted an openEHR platform procurement.

If you scroll further in that discussion thread you'll find the latest information about the procurement including a recent referral that contained most of the requirements. We are currently evaluating referral responses and adjusting the final procurement call.
